Any public lawyers suffering existential ennui should note that Trump's tariffs are possible thanks to (i) a sweeping transfer of Congressional taxation powers to the executive under an emergency powers rubric & (ii) case-law hollowing out the US non-delegation doctrine. See, we matter!!
Sens. Chuck Grassley and Maria Cantwell just introduced a bill to reassert Congress's power over tariffs.

The Trade Review Act of 2025 says a president must notify Congress about new tariffs within 48 hours of imposition. It requires Congress to approve them within 60 days or they expire.

This is a genius way of dealing with the scourge of AI summaries, not to mention the added enjoyment that it will bring to tax research.
Not that we in the library wish to encourage profanity, but if you want to get rid of these AI-search summaries (which are often absolute nonsense), just swear in your search terms.

It really works.

Publication day klaxon! My book with Aileen Murphie and Laurence Ferry on the NAO is published today. It covers the NAO's history going back to 1983 (though I couldn't resist a little dalliance in Gladstonian accounting) and it explains how the NAO has changed during the period.

Yet another example of why 'boring' is not always a criticism when it comes to tax and public finance, just like constitutional law. France is also getting a little too exciting, though not on this level.

New data on farms and inheritance tax: a third of farm estates over £1.5m aren’t farmers but wealthy people avoiding IHT by sinking money into farmland.

The Budget hits farmers too hard and tax avoiders too lightly. It needs to change.
