When the film was released in 1932, the deaths of Rasputin and the Romanovs were fresher news than 9/11 is now.
I've just now learned that the beloved "all persons depicted herein are fictitious" disclaimer derives from the film Rasputin and the Empress (screenplay by birthday boy Charles MacArthur), over which MGM was successfully sued by Princess Irina Yusupov.
