Not sure who needs to hear this, but any govt official who violates someone's constitutional rights -- and is acting outside the scope of their lawful authority -- can be PERSONALLY liable in a civil suit.

Yesterday in the Nairobi CBD, I found trash bins outside Ambassador Hotel, y'alls I can express my excitement. The bins were overflowing with trash, but they were there!! There is a bin in downtown Nairobi!!
