Additionally, warrants should only permit arrests by uniformed officers in liveried vehicles. Should a plain clothes arrest be wanted permission must be obtained from the judge beforehand, like some jurisdictions require specific permission for hard knock search warrants.

The Guardian reports a second case where a colleague who witnessed an arrest by plain clothes unidentified officers was told asking questions amounted to assaulting an officer and that they would not give a reason for the arrest or say where the suspect was being taken.

This is monstrous. What were the grounds for detention? How on earth do they justify shackles and removal of belt and shoelaces? Where is the proportionality?
