The "Just Dictator" model for Muslims incl. Arabs, require not only the privileged genuine intent, but their ability.

Immigration is not a numbers exercise, bcs that only slows down the challenge.
The pivotal issue is the criteria and how to administer it. You get this right, the numbers become less of a problem.
