This claim is quite hyperbolic. Lynching was always a state crime and has long been a federal crime too. All the 2022 act did was increase the sentencing for some things that were already federal crimes.
That is, it was congress pushing the "increase incarceration" button it uses for everything.

SECTION 1. SHORT TITLE.
This Act may be cited as the ‘‘Emmett Till Antilynching Act’’.
SEC. 2. LYNCHING; OTHER CONSPIRACIES.
Section 249(a) of title 18, United States Code, is amended
by adding at the end the following:
‘‘(5) LYNCHING.—Whoever conspires to commit any offense
under paragraph (1), (2), or (3) shall, if death or serious bodily
injury (as defined in section 2246 of this title) results from
the offense, be imprisoned for not more than 30 years, fined
in accordance with this title, or both.
‘‘(6) OTHER CONSPIRACIES.—Whoever conspires to commit
any offense under paragraph (1), (2), or (3) shall, if death
or serious bodily injury (as defined in section 2246 of this
title) results from the offense, or if the offense includes kidnapping or an attempt to kidnap, aggravated sexual abuse or
an attempt to commit aggravated sexual abuse, or an attempt
to kill, be imprisoned for not more than 30 years, fined in
accordance with this title, or both.’’.
SEC. 3. DETERMINATION OF BUDGETARY EFFECTS.
The budgetary effects of this Act, for the purpose of complying
with the Statutory Pay-As-You-Go Act of 2010, shall be determined
by reference to the latest statement titled ‘‘Budgetary Effects of
PAYGO Legislation’’ for this Act, submitted for printing in the
Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior
to the vote on passage.

For the main circulating dollar coin, all the law seems to require is that "The Secretary of the Treasury, in consultation with the Congress, shall select appropriate designs for the obverse and reverse sides of the dollar coin." (31 USC 5112(d)(1)).

Finally, the government asserts:

OPM repeatedly clarified that “[a]gencies are responsible for
exempting whomever they want [from] . . . the President’s
directive to dramatically reduce the size of the federal workforce.”
(Defs.’ Reply 12 (ostensibly quoting a February 11 email from Special Advisor Peters)).

The “quote” proffered by government counsel James D. Todd Jr. is a fabrication.
Government counsel pruned a portion of Peters’s actual email (“agencies are responsible for
exempting whomever they want”) from its narrow context (an OPM provided list of categories
for exemption) and grafted it onto a new, fabricated context found nowhere in the relevant
email chain (“the President’s directive to dramatically reduce the size of the federal
workforce”). The result: A statement concerning OPM authored and approved exemption

categories becomes, by brackets, ellipses, and government counsel’s chicanery, a shot through
the heart of plaintiffs’ case. Counsel’s ersatz evidence fails to persuade.
To explain the fabrication further, recall that during the “exemptions process,” OPM
“suggested possible categories of exemptions” to agencies (Dkt. No. 218-3 at 357). That
happened on a call sometime before February 11 (id. at 358). The “administrative record”
does not contain any direct evidence of when that call occurred or what was said. Then, on
February 11, HUD CHCO Lori Michalski, a participant in that call, emailed Veronica Hinton
(of OPM) a follow-up:
In one of our last calls you had mentioned that OPM would be
sending guidance on Disabled veterans and PMFs/Interns for the
probationary employee exercise.. will there be guidance
forthcoming?
(ibid. (all nits original)). Hinton forwarded Michalski’s inquiry to Peters, who responded to
Hinton and CHCO Council executive director Colleen Heller-Stein:
Agencies are responsible for exempting whomever they want —
they are not required to exclude people. We have suggested
possible categories of exemptions but are not requiring it. It might
not make sense for each agency.
(id. at 357 (emphasis added)). At no point in the internal email exchange did the words “the
President’s directive to dramatically reduce the size of the federal workforce” appear. That
latter part of counsel’s “quotation” is imaginary.
The February 11 email chain, in fact, evidences that OPM drafted a menu of sanctioned
“categories” for exemption (disabled veterans and “PMFs/Interns” being two), communicated
that menu to agencies by phone, refused to provide further information about those exemption
categories in writing (ibid.), and later allowed agencies to pick-and-choose from that list of
OPM exemptions. Yes, OPM delegated some measure of discretion it had unlawfully usurped
back to the agencies by allowing them to take or leave any one category on the OPM menu.

Here's the federal complaint and affidavit against Decarlos Brown for the Iryna Zarutska killing. I guess the statute does allow federal prosecution of any serious battery on a mass transit system, no matter how unrelated it may be to political terror or any federal issue.

INTRODUCTION
1. I have been a Special Agent with the FBI since 2022 and assigned to the FBI Charlotte Violent Crimes Task Force since December of 2024. Since becoming a Special Agent, I have investigated criminal street gangs, the trafficking of controlled substances, carjackings, and bank robberies. Prior to joining the FBI, I was employed as a Probation/Parole Officer with the North Carolina Department of Public Safety (NCDPS). In my role as a Probation/Parole Officer I supervised a gang caseload, worked violent crime, and handled fugitive matters. I was also assigned to the NCDPS Special Operations and Intelligence Unit and the FBI Raleigh/Durham Safe Streets Task Force (RDSSTF) of the Charlotte Field Office where I investigated violent street gangs and narcotics distribution.
2. This Affidavit is presented in support of a Criminal Complaint charging Decarlos Dejuan Brown, Jr. (BROWN) with violating Title 18, United States Code, Sections 1992(a)(7) and (b)(1) (Terrorist Attacks or Other Violence Against a Mass Transportation System).
3. This Affidavit contains information necessary to support probable cause for the Criminal Complaint. It's sometimes reported that Tesla achieved all the ambitious goals in the 2018 CEO compensation plan, but Tesla only got halfway through the annual revenue goals, which went up to $175B. At the end of 2022 it reached $75B, which sufficed for Elon to get the full >$50B payout, ...

Taken as a whole, it’s a complex agreement with lots of truly pie-in-the-sky ideas about where Tesla could go under Musk’s leadership over the next decade. The same was said about the previous compensation deal that Tesla struck with Musk back in 2018, and yet the company hit all of those seemingly-outrageous goals. (Musk’s award was ultimately dusted by Delaware’s Chancery Court.)

There's apparently a sealed affidavit that a USMJ found on 8/31 to be probable cause for violations of 8 USC 1324(a)(1)(A) and 1324a. The cause seems to be in relation to 4 named aliens. How that became 400 detentions is ????.

1. On or about August 31, 2025, a search warrant in the above-captioned
case was issued. Doc. 4. The search warrant application, search warrant affidavit,
search warrant attachments were sealed based upon a motion of the United States to

2. On September 4, law enforcement executed the search warrant in the
above-captioned case. Because law enforcement has now executed the search
warrant, the United States moves to unseal a redacted version of the search warrant
and search warrant attachments, attached hereto, to remove personal identifiable
information.
3. The United States maintains that the search warrant application and
supporting affidavit, doc. 3, should remain under seal as this investigation remains
on-going.

4. Publication of the search warrant application and affidavit would likely
compromise this on-going investigation and otherwise cause negative impacts as
referenced in 18 U.S.C. § 2705(a)(2). Particularly, this investigation concerns the
hiring of hundreds of illegal aliens as described in the affidavit and the identity of the
actual company or contractor hiring the illegal aliens is currently unknown. The
disclosure of the affidavit and identity of the possible employers could cause
destruction or tampering with evidence, and otherwise seriously damage the
investigation.
5. The United States maintains that the search warrant application and
affidavit, doc. 3, should remain under seal unless and until contrary order of the
Court for several reasons. First, investigators and prosecutors are aware criminals,
and criminal organizations circulate investigative materials, including the type listed
above, for the purpose of evading future law enforcement detection and enforcement.
Public disclosure of these materials will likely undermine this and future
investigations as a result. Second, for persons who have not been charged with a
crime, the disclosure of the search warrant application and affidavit, including
information about the focus of employers listed in the affidavit and information
developed in a criminal investigation, may create an unfair outcome, as they have no
formal way to rebut the materials. LR Crim. 49.1(b)(1)(A), (B).
6. The United States further requests that search warrant application and

Although clonality is the most straightforward mode of reproduction, most animal species take a more complex route6. In sexual species, for instance, reproduction requires the interaction of males and females, which typically means that two different morphs have to be produced7. Such complexity is further amplified in some species, in which females produce distinct morphs depending on seasonal conditions, population density or social caste8,9,10,11. Even in these extreme cases, a seemingly universal constraint persists: regardless of their morphological variation, phenotypes produced by a female invariably belong to the same species. Here, we report that this rule has been transgressed by Messor ibericus ants, with females producing individuals from two different species.
