Does that akso mean that Russia won't be exporting sulfuric acid to Kazakhstan? The stuff is used for the extraction of uranium using the in situ leaching technique and is already in short supply. If it is not shipped, almost half of the world's uranium production is in jeopardy.
There might be some truth to it. The future of Russia is so uncertain that if I had money, I would probably hold to it. Not that so many Russians actually have money, but you get the drift. But that kind of savings by lack of confidence also leads to recession.

I just read your piece. Very provocative, but I agree with most of it, especially with the general idea that trying to be perfect is often in the way of making large improvements right now. Climate politics also need reframing, too many principes were set too long ago, while science evolved.

What's the point of these moratoriums? OK, the farmers don't declare bankruptcy, but the banks aren't paid back and money gets even rarer. Does the state offer some compensation to the banks? Or is is just another disguised government mandated loan?
I'm rather skeptical, but I'll read it with interest. My mind is not completely made on this issue.
