Authors are entirely in charge of their RePEc profile except publishers may add works using their short-ID, RePEc admin can remove erroneous works, remove affiliations at the request of that institution and fix bad emails. Also, RePEc admin takes over when the author dies.

Google Scholar attributes papers automatically to authors, a problem with homonyms when they do not clean up their profiles. It is also generous in matching citations. #RePEc requires authors to claim their papers and has stricter criteria for citation matching, thus does not inflate stats.#EconSky

People complain RePEc has fewer citations that GS and others. There are reasons: no automatic attribution of papers, stricter criteria for citation matching (and fewer reference extractions as some publishers block that access).
